The DFE has changed its position on how the linked pair results will be reported in the schools published figures from 2016. Originally the best result was to be doubled, now it will be an average of both. For existing year 10 and 11 it remains the best result that is reported. The source email is below. You’re correct in that when a pupil takes the two linked pair mathematics qualifications, the highest grade achieved will be used in the headline mathematics result.
I’m afraid the policies regarding attainment/progess 8 accountability measures from 2016 were slightly unclear when the first response went out, and the linked pair will actually be treated slightly differently in 2016. Pupils having done the mathematics linked pair will have the grades in both qualifications added together for the mathematics component of the measure, and not have the best grade of the pair doubled. Posters that I use with lower ability students to give them scaffolding with their times tables while pushing them towards skills they will use in other areas such as proportion and percentages. I have only included one as it can be easily adjusted. I don't put up the 2, 5 or 10's as they can be found from the information the pupils already have.
